A Framing Metaphorical Analysis of Chinas National Images --Based on the 2021 Economic News Reports on China of The Economist

National image is an important part of Chinas soft power. The Economist uses a large number of metaphorical frames that relate to all aspects of Chinas development. Through these metaphorical frames, The Economist endows reports with its concepts and attitudes towards China, and these metaphorical frames also influence readers in an invisible way. This thesis uses the theory of framing and conceptual metaphor to analyze about 110 economic reports on China in The Economist in 2021. Specifically, three kinds of framing metaphors are discussed. They are war metaphors, sport metaphors, and journey metaphors. By analyzing the national images constructed by metaphors in each frame, the thesis finds that the journal sees China as a rising power, with its rising international status, rapid economic growth, world-leading technology and active participation in global governance, which constructs a positive image of China as a developing and progressive country. However, due to the inherent ideological bias of the West, the report maliciously smears Chinas national image, especially in terms of regime and human power. In addition, it also believes that China restricts freedom of speech and its environmental pollution is serious. In conclusion, The Economist has constructed an overall negative national image of China, which has exerted profound international influence. In the context of profound changes in the international communication environment, the author hopes that this thesis can provide some enlightenment for improving Chinas international discourse power.

The biopolitics of Chinese tourism governance in the Arctic

ABSTRACT Scholarly attention to China's domestic experimentation and control measures applied to its population (e.g. the Family Planning Policy and Zero-Covid) has expanded. So, too, has the popularity of the Foucauldian concept of biopolitics, which refers to political strategies of governing based on a population's biological features. However, China's biopolitical rationales for its growing participation in global governance (全球治理 quanqiu zhili) beyond its borders have received less attention. This research focuses on the Arctic, a region where China does not claim territorial sovereignty but has significant involvement, to examine the Chinese state's exertion of biopolitical control over its outbound tourist population. Drawing on a review of policy texts and media reports, complemented by observations at an Arctic conference held in China and three field visits to the Arctic in 2018–2019, we show how China's interventions in Arctic tourism seek to transform Chinese tourists into a productive, self-disciplining population who practice and promote state logics of social and environmental responsibility. The paper contributes to the understanding of tourism governance in frontier regions with geopolitical significance, as well as the modern state's exterritorial power over its own citizens even when they are beyond its sovereign territory.

Feature extraction and classification of climate change risks: a bibliometric analysis

Risks brought by climate change are inevitable obstacles to global development. Clarifying the features of climate change risks helps us to further understand and cope with climate change. There lacks a systematic review of climate change risks in terms of feature extraction and classification. The bibliometric analysis can be used to analyze and extract climate change risk features. The literature in the field of climate change was searched in the Web of Science database. Coauthors, citations, bibliographic coupling, co-citations, and keyword co-occurrence were analyzed. From five dimensions including nature, politics, economy, society, and culture, the risk features of climate change were extracted and summarized. Through text mining and cluster analysis, the climate change risk feature system was established, which is embodied in five different aspects: ecosystem and sustainability; uncertainty, vulnerability, and efficiency; behavior and decision-making; governance and management; and adaptation and mitigation. The feature system reflects that the current climate change risk presents strong variability and that the risk boundary is gradually blurred. The areas affected by risk are expanding and deepening. The strategies and governance for addressing risks are gradually diversified. This research contributes to the domain of climate change risk identification and assessment. The features of climate change indicate that we need to adjust policymaking and managerial practices for climate change in the future. Interdisciplinary cooperation, human cognition and preferences, public participation in global governance, and other unnatural factors related to climate change should be strengthened with a more positive attitude.

Russia's Participation in BRICS: Influence from Domestic Political and Social Evolution

Since the 21st century, Russia has shifted to a new multilateralist foreign policy and actively participated in BRICS cooperation in order to hedge against the strategic pressure of the United States and NATO and to provide support for its national interests and international strategy. Through documentary analysis and historical research methods, this paper attempts to discuss the impact of Russia's political and social evolution on its diplomacy. Due to Russia's continued domestic economic woes, low political participation and cultural pluralism trends, the public's attitude toward Russia's participation in BRICS has shifted from eagerness to rationality, leading the government to become more pragmatic in its multilateral foreign policy, pursuing the realization of its national interests while building a new great power image through participation in global governance and public diplomacy.

The path, value and limits of the Confucius Institute in carrying out public diplomacy

On the basis of Chinese language teaching and cultural communication activities, the Confucius Institute carries out a variety of cultural exchange activities between China and the host country, which has become an effective way for China to carry out public diplomacy and participate in global cultural governance. By analysing the concepts of public diplomacy, cultural diplomacy, people-to-people exchange and cultural governance, this paper summarises three typical paths of Confucius Institutes in carrying out public diplomacy: ‘from the government to foreign nationals’, ‘from the government to Chinese citizens and then to foreign nationals’, and ‘from the government to foreign nationals and then to foreign nationals’. The value of the Confucius Institute in carrying out public diplomacy is reflected on the level of national diplomacy, international exchange and global governance. Furthermore, the capability of the Confucius Institute as a language and cultural communication institution initiated by China and in cooperation with other countries in carrying out public diplomacy is limited. This limitation, on one hand, originates from the nature of the Confucius Institute as a language and cultural communication organisation, and on the other hand, is related to the difficulties and challenges that China faces in its participation in global governance. Public diplomacy and cultural diplomacy are based on national interests. They also transcend national interests and, furthermore, become a way for a country to actively participate in global cultural governance. The experience of and challenges faced by the Confucius Institute can have important implications for China in participating in global cultural governance.

Analysis of gender equality in climate governance

Gender equality is a yardstick for measuring the progress of social civilization and an important goal for mankind to achieve sustainable development. The importance of women in the global governance of climate change is self-evident. During the global climate change governance, it is very crucial to focus on achieving gender equality. Under the United Nations Framework Convention on Climate Change, which is the main channel of global climate change governance, the gender-specific climate change agenda started later than other topics and the progress is limited. This article summarized the progress, deficiencies and future directions of gender issues under the main channels of global climate governance, analyzed the current status of gender equality in Chinese climate response actions, and pointed out the progress and deficiencies of women in the fundamental scientific research and the participation in global governance and decision-making. Our research finds that in the current process of international climate change governance, gender issues have received adequate attention. While in China, despite the attention paid to gender issues, the practical action on gender equality is still out of the mainstream agenda. In the past few decades, Chinese women have made gratifying progress in basic scientific research on climate change and global climate governance, but there are still great insufficiencies in the field of decision-making. In the future, China needs to pay more attention to emphasize gender equality at the strategic level, and promote the formulation of policies and regulations in the field of gender and climate change. Increasing the proportion of women participating in decision-making and management in the field of climate change and disaster prevention and mitigation is also important. China also needs to focus on enabling a gender friendly environment and strengthening research on gender and climate change, support women's participation in relevant work, strengthen capacity-building, and enhance women's access to resources, funds, knowledge and information related to climate adaptation or mitigation.

Chinese Wisdom and Global Governance from the Perspective of "One Belt One Road"

As the largest developing country in the world, China not only seeks development for itself, but also strives to provide Chinese solutions for global governance and contribute Chinese wisdom by launching the "Belt and Road" initiative. With the continuous development of the times, the “Belt and Road” initiative, as the top-level design for China's deep participation in global governance, is faced with Western global governance concepts such as adherence to zero-sum game, winner-take-all, neoliberalism, technological protectionism, and universal values challenge. The “Belt and Road” initiative draws wisdom from Chinese civilization, contributes Chinese wisdom to the reform and improvement of global governance, and leads changes in global governance to a fair, reasonable and healthy direction.

At present, the influence of globalization is especially noticeable in the economic, political, religious and cultural fields. However, the lack of boundaries in diseases and the value of health for all nations are determined by the fact that the development of global health management will not be limited by anti-globalization tendencies and campaigns. Global health management is one of the most important issues in the context of global governance, both now and in the future. WHO, as the world's largest official health organization, is of particular importance. For China as a developing country, strengthening its representation in the World Health Organization, as well as integration into the global health management system, are seen as leading strategic objectives in the framework of China's participation in global governance. Relevant events of the World Health Organization define the strategy for health diplomacy in China.

Chinese perception of China’s engagement in multilateralism and global governance

With China’s reintegration into the international system its involvement in multilateral initiatives, interactions with international institutions, and participation in global governance have become integral parts of Chinese foreign policy. Chinese scholars have conducted a great deal of research on these topics. The first stage of Chinese scholars’ research centered on China’s multilateral diplomacy and the interaction between China and international institutions, while the second stage focused on China’s participation in global governance. Although some scholars have made substantial achievements, in general, most of the research only interprets the ideas and policies related to global governance proposed by the Chinese government, and has not explained China’s strategies and actions in global governance. Furthermore, Chinese scholars provide little analysis on the dynamics of China’s participation in different issue areas. Many scholars have articulated a series of policy recommendations, but no specific measures have been suggested.

Abstract Debates on the legitimacy of global governance pay remarkably little attention to whether and how developing countries can influence global governance. Instead, the focus lies significantly on addressing legitimacy challenges such as access and exclusion in global governance. Despite their merits, these debates often stop short of addressing a crucial question: How can weak states harness increased participation in global governance if they are ill-equipped to do so? To respond to this question, this article lays down a framework of mechanisms that might induce more influence by developing countries. The article makes two claims. First, we should understand influence as the combination of two skills: translation of global governance and empowerment to defend the interests of a country at global decision-making processes. Second, increased influence by developing countries must be stimulated by leveraging both domestic capacities (actor-level mechanisms of influence) and resources available at the international system (system-level mechanisms).

China's unique role in the field of global health.

China's participation in global governance, inspired by the 17 United Nations Sustainable Development Goals, is driven by the guiding principle of “building a community of shared future for mankind”. China has been promoting the Belt and Road Initiative and South-South Cooperation and has made significant contributions to the prosperity of human beings. Along with the opportunities that globalization brought about such as the World Health Organization and the boom in the economy, global health challenges also emerged. This resulted in certain obstacles for China when it sought to advocate the Belt and Road Initiative and when it attempted to carry out its strategy to address global health issues. What are the emerging challenges for global health? What can China do for global health? Why does global health need China? We tried to address these questions as China's global engagement continues to expand in the new era. This article makes the case for Chinese approaches, including getting involved in public health, being consistent in addressing local conditions, sharing China's experience with handling health services, and strengthening government-led action while being guided by relative policies. China has a lot to offer in the promotion of global health and in overcoming the challenges and risks that this goal currently faces. Thus, China should be considered an inseparable part of global health governance and bilateral health development cooperation.

Debates on the legitimacy of global governance pay remarkably little attention to whether and how developing countries can influence global governance. Instead, the focus lies significantly on addressing legitimacy challenges such as access and exclusion in global governance. To be sure, increasing participation in global governance is a goal worth pursuing. But these debates by and large stop short of addressing a crucial question: how can weak states harness increased participation in global governance if they are ill-equipped to do so? In order to respond to this question, the present article lays down a framework of mechanisms that might induce more influence by developing countries. The article makes two claims. First, we should look beyond participation in or access to global governance and focus also on enabling influence by developing countries. Influence is the combination of two skills that need to be understood if we want to foster effective participation by developing countries: translation of global governance (understood as the ability to make sense of global discussions and to devise political reactions thereto) and empowerment to defend the interests of a country at global decision-making processes. Second, increased influence by developing countries results not only from top-down measures or reforms adopted by global governance institutions, which is the predominant approach today. Rather, influence can also result from fostering domestic capacities (actor-level mechanisms of influence) or by leveraging resources available at the international system, such as by forming coalitions or by collaborating with non-governmental organizations (system-level mechanisms). The framework thus proposed is a matrix that combines translation and empowerment at the actorand system-levels, a framing that might contribute to advance policy and scholarly discussions on influence by developing countries.

Economic Power Foundations of Cities in Global Governance

This study provides evidence that city government participation in global governance networks is explicable by the larger power hierarchy of cities in the global economy. Extant research on city government participation in global governance networks, or “transnational municipal networks (TMNs)” such as United Cities Local Governments, has largely ignored the relevance of research showing city-level connectivity to corporate and other economic networks among world cities. In this latter tradition of research, the level of a city’s connectivity to such economic networks is understood as commensurate with the hierarchical power it holds in the global economy. Using a sample of UK and Chinese cities, this study shows that patterns of participation in a range of TMNs are explained by varied measures of city-level connectivity to economic networks. Interpreted through structuration theory, findings suggest that city participation in global governance is shaped and stratified by city-level hierarchical power within the global economy.

Invisible Barricades: Civil Society and the Discourse of the WTO

Concerns about the legitimacy and accountability of international institutions have prompted a sizable literature on the potential of civil society to help democratize global economic governance. Attention has primarily focused on the institutional factors impacting civil society participation in global governance. In this article, however, I point to the existence of yet more fundamental barriers operating at the level of discourse. I use critical discourse analysis (CDA) to analyze the discourse of the World Trade Organization (WTO), focusing on a key text in which it attempts to engage directly with the concerns of civil society, supported by a broad range of additional data sources, including documentary materials, interviews, and observation. Drawing on the case of the WTO, I argue that the discourse of the global governance institutions can itself act as an ‘invisible barricade’ preventing the meaningful inclusion of civil society in policy debates and deliberations.

China's response to climate change issues after Paris Climate Change Conference

The Paris Climate Change Conference was successfully concluded with the Paris Agreement, which is a milestone for the world in collectively combating climate change. By participating in IPCC assessments and conducting national climate change assessments, China has been increasing its understanding of the issue. For the first time, China's top leader attended the Conference of the Parties, which indicates the acknowledgement of the rationality and necessity of climate change response by China at different levels. Moreover, this participation reflects China's commitment to including climate change in its ecology improvement program and pursuing a low-carbon society and economy. In order to ensure the success of the Paris Conference, China has contributed significantly. China's constructive participation in global governance shows that China is a responsible power. These principles such as the creation of a future of win–win cooperation with each country contributing to the best of its ability; a future of the rule of law, fairness, and justice; and a future of inclusiveness, mutual learning, and common development will serve as China's guidelines in its efforts to facilitate the implementation of the Paris Agreement and participate in the design of international systems.

Self-Determination Between the Challenges of Diversity and Liberal peace Dictates

Self-determination is a crucial concept in establishing the legitimacy of political communities in the international system, and thereby in constructing social identities and political loyalties. At the most general level, self-determination refers to an idea of a right to freedom. In international politics, it also refers to a norm on ways of bounding political communities. At the same time, what the self-determination precisely means is contested and contingent. I argue that self-determination envolves today amidst a tension between the challenges of diversity and liberal peace dictates. While diversity has to do with varieties of cultural expression, socioeconomic organization and political status, liberal peace dictates concern global governance practices that tend to impose previous liberal models of democracy, development and human rights. The essay first presents the evolution of the meaning of self-determination in international politics. Then it addresses critical approaches upon contemporary leberal peace. The remaining sections analyze how contemporary self-determination movements present claims highly suggestive to rethink forms of political community, of state-community relation, and of participation in global governance structures.Keywords: Self-determination, Liberal Peace, Diversity, Development. 

China’s ascent in global governance and the Arctic

The paper explains the tendency of China’s Arctic policy by locating it in general patterns of China’s uneven rise in global governance across fields. Among the four major pathways of China’s enhanced participation in global governance, the Arctic case is best explained by the ‘push in’ pathway, where a significant increase of lobbying and engaging activities can be found. The paper highlights that the Arctic is an issue area where China will experiment with new tactics to exert influence on the reform of the existing multilateral institutions and to promote its own normative principles for global governance.

Crowdsourcing global governance: sustainable development goals, civil society, and the pursuit of democratic legitimacy

To what extent can crowdsourcing help members of civil society overcome the democratic deficit in global environmental governance? In this paper, I evaluate the utility of crowdsourcing as a tool for participatory agenda-setting in the realm of post-2015 sustainable development policy. In particular, I analyze the descriptive representativeness (e.g., the degree to which participation mirrors the demographic attributes of non-state actors comprising global civil society) of participants in two United Nations orchestrated crowdsourcing processes—the MY World survey and e-discussions regarding environmental sustainability. I find that there exists a perceptible demographic imbalance among contributors to the MY World survey and considerable dissonance between the characteristics of participants in the e-discussions and those whose voices were included in the resulting summary report. The results suggest that although crowdsourcing may present an attractive technological approach to expand participation in global governance, ultimately the representativeness of that participation and the legitimacy of policy outputs depend on the manner in which contributions are solicited and filtered by international institutions.
